Established as Obamacare's long-term care provision was being repealed, the short-lived Commission on Long Term Care gave its 6 Republican and 9 Democratic appointees six months to "develop a plan for the establishment, implementation, and financing of a comprehensive, coordinated and high-quality system" to address the needs of the nation's persons with functional disabilities of all ages. As staff to the Commission, Christine Bishop had the opportunity to witness the latest struggle to find solutions for this ever-growing challenge.
